Just because it’s not listed there doesn’t mean Apple can’t do it.
In the past, they have refreshed some Macs without making a big deal out of it. [Update: And here they are, updating some MacBooks without any spectacle, the day after this post!]
If they see iPad Mini 4 inventories are low, they can refresh it with the same guts the 2018 iPad has. That would greatly improve performance, especially with Google Books PDFs in iBooks.
Stupidly, I still hope this will happen …
