No one can predict how a struck pedestrian will fall. Killing someone can happen. When bicycle messengers were rampant in NYC in the 1980s, pedestrians actually died when they were hit by them. I had at least one close call myself.

eScooters, eSkateboards, eUnicycles, eBikes have no place on sidewalks unless they are being walked.
I don’t know what the bike lane situation is in New Zealand, but they have to add them or, if such lanes exist, restrict eScooters to them.
